Non-resident registration

The State of Illinois Digital ID application process for non-residents involves several online and offline steps. Please familiarize yourself with the process and ensure you have all the information required before proceeding.

  1. 1   Complete and submit the online form below. All info must match government-issued ID where applicable. If address on ID is no longer valid, please enter current mailing address.
  2. 2   A verification PIN will be sent to your email address from DoIT.DigitalID@illinois.gov. Check your system's email filter if not delivered within a few minutes.
  3. 3   On the next page, confirm your email address by providing the verification PIN.
  4. 4   After confirming your email address, you will be prompted to verify and print the completed application.
  5. 5   The completed application must be notarized. (Financial institutions, tax preparers, and currency exchanges are examples of places where notary services may be offered.)
  6. 6   Mail the notarized application to the address on the form. Only original signatures are accepted. Do not send a copy. Photocopies and facsimiles will not be accepted.
  7. 7   After your application is received and processed, you will be sent a reference number to the email address you provided.
  8. 8   An authorization code will be sent via United States Postal Service to the address on your application. You must be able to receive this letter to complete enrollment. If letter is not recevied within 14 days of receipt of email with reference number, please contact support.
  9. 9   When you have both the reference number and authorization code, return to this site — a link will be provided in the email with the reference number — to complete your registration.
  10. 10   You will be prompted to select a user name and password and can then begin using your State of Illinois Digital ID.

Enter your information as it appears on your government issued identification

Must be a valid email address where you can receive messages. The e-mail address you enter will be associated with your Digital ID. This will enable you to use the Digital ID for signing and encryption with certain e-mail software and will enable others to encrypt e-mail sent to you if they already know your e-mail address. This will also provide us with a way to notify you in case of problems.
Examples: driver's license, state ID or passport number. Use this same document to prove your identity to the notary.
You must be able to receive mail at this address to complete your registration.
Digits only. Min: 10. Max: 15.
The Digital ID system is capable of passing your name and address to other state agency's apps. Check this box to opt out of this feature. The recommended setting is to leave this unchecked.
Review all of the above information carefully before proceeding. After this point, you must start over if any information has been entered incorrectly and needs to be changed.
